Your sprinkler system only works as well as the maintenance it receives, a bit like
your motor vehicle.

Regular maintenance is important. This can be scheduled, ideally on a monthly basis. Maintenance can also be scheduled Bimonthly, Quarterly or Semi annually.
There are a number of factors that could cause this, from blocked nozzles in the landscape to a faulty solenoid, a breakdown in the communication wire. Best to call a sprinkler expert to determine the problem.
Short answer is you can, but more specialized equipment is required to be ale to do this along with someone who is licensed to apply these different products.
The are a number of options that could be used as a water source. Is reclaimed water available through a municipality? Do you have a well or could you have a well driller install a well for you? Can you draw water out of an open body of water adjacent to or on your property legally? You could also attach to your potable water source while adhering to the relevant Code to do so.
Ideally you would want to have a sprinkler system that would conserve water. These systems can allow you remote access via you cellular device or computer. To determine what sprinkler system, an onsite consultation would be the first step.

Also ensure you are adhering to your County and City Ordinances as these may be stricter than the SWFWMD regulations.

Outside of these restrictions, the frequency of sprinkler application is determined by what is in your landscape and consulting with your landscaper and irrigator a schedule can be developed.
